Procedure

In a clean and sanitized beaker, weigh out water and dissolve Disodium EDTA. Add 1-3 Propanediol and Euxyl PE9010, then mix until completely dissolved. Stop mixing, sprinkle Carbopol Ultrez 21 on the surface of the water. Allow to self-wet until no white clumps are observed. While waiting for Ultrez to wet, add Phase B in a separate sanitized beaker, mix until homogenous. Add Phase B into a beaker containing Phase A under high shear mixing. Mix until homogeneous. Add 10% NaOH Solution while mixing until the gel is completely formed. High shear until forming a smooth gel and complete dispersion of Phase B throughout Phase A.
