Into a suitably sized vessel, weigh out phase A in water. Begin mixing; add the remaining phase A ingredients. Avoid foaming as much as possible. Heat phase A to 65-70°C. Mix until phase A is homogeneous. Cool phase A to 35-40°C. In a separate vessel, weight out phase B ingredients. Begin mixing and mix until uniform. Continue mixing phase A and add phase B. Continue mixing and add phase C. Mix until uniform.
