Charge vessel with water. Add Carbopol Aqua SF-1 to the vessel. Pre-blend Silsoft Tone with Standapol ES-2, mix until uniform and add into the vessel. Add remaining ingredients, one at a time, under slow agitation. Neutralize the batch with sodium hydroxide 10% solution to pH 6.3-6.5. Continue stirring until product is homogeneous. Fill off.
