Part A: In an adequate vessel, dissolve ingredinets No. 1-6 in deionized water with mixing. Disperse Carbopol Ultrez 21 polymer using gentle mixing. Heat to 70-75°C. In a separate vessel, mix ingredients of Part B at 70-75°C until homogeneous then add to Part A. Homogenize for 10 minutes at 2,500 rpm. Begin cooling down to room temperature. Add ingredients of Part C successively into the bathc. Mix well between each addition. Add sodium hydroxide (20%) to adjust pH to 6.0-6.5.
