HCPA’s Mike Gruber Promoted To Chief Operating Officer

The Household & Commercial Products Association (HCPA)’s Mike Gruber has been promoted from executive vice president, Government Relations & Public Policy to chief operating officer (COO).

“Mike has been a very effective leader within HCPA, and I look forward to collaborating with him to further strengthen our internal systems and support our members more effectively,” said HCPA President & CEO Steve Caldeira. “This promotion to COO reflects his expertise and ability to drive results collaboratively. HCPA’s mission depends on strong execution across all areas of the organization, and Mike is uniquely positioned to ensure that we continue delivering value to our members while advancing our priorities with focus and impact.”

In his new role, Gruber will work in close partnership with Caldeira to provide day-to-day leadership over internal operations, organizational management, financial coordination, staff alignment, and cross-department execution. In this role, he will help to further ensure that HCPA’s programs, advocacy, member services, meetings, and administrative functions operate efficiently and in support of the Association’s strategic mission.

Advocacy Efforts

Gruber joined HCPA in 2022 as senior vice president of Government Relations & Public Policy and was later promoted to executive vice president. In that role, he has been a key contributor to HCPA’s advocacy efforts, leveraging more than three decades of bipartisan experience to advance public policy priorities on behalf of the household and commercial products industry.

Over the past several years, officials say Gruber has emerged as a recognized and trusted voice on legislative and regulatory issues. He was named to The Hill’s annual list of Top Lobbyists in 2024 and 2025, a testament to his influence in shaping policy discussions on issues including industry-critical appropriations and chemicals management.
