Part A: Disperse Carbopol Ultrez 30 polymer in Deionized Water under agitation and continue mixing until uniform. Add ingredient 3–7 of Part A successively into the batch and mix until uniform between each addition. Neutralize with Sodium Hydroxide (18%) to pH ~5.5. Mix until uniform.
