Preheat phase A to 65-70°C and propeller mix until solution is dissolved and homogeneous. Heat phase B in a separate large beaker to 65°C gradually adding Carbopol under rapid mixing until completely dissolved and a clear gel is formed. Add phase C to phase B and mix until dissolved. Lower heat to 50°C and stir in phase D until dissolved. Utilize a homogenizer for turbulent flow and add phase A to remaining phases which are in large beaker. Maintain temperature at 50-60°C and stir until a smooth emulsion is formed. Continue mixing for at least 15 minutes under heat and then gradually cool down the emulsion by removing heat and stir for an additional 15 minutes. A thick white cream is formed.
